The White House is defending the president's declaration to get funds to build the border wall and says Trump will protect it 'guaranteed'
Tuesday's vote marked the first time the House or Senate has tried to terminate a presidential declaration of a national emergency, using the provisions of the National Emergencies Act of 1976. Former Rep. George Miller, D-Calif., attempted a similar effort regarding a national emergency declared by then-President George W. Bush, but the measure never came to a vote on the House floor.
It’s no shocker that the Democratic House passed a resolution to block Trump’s national emergency.
It was totally expected:

They just got 13 Republicans to come over? Honestly I was expecting it might be larger number than that.

Next, the Senate must take up the bill in the next 18 days. Democrats already have three Republican defections in the Senate. One more and they can put the bill on Trump’s desk for a veto. And if that happens and Trump vetoes it, the bill is effectively dead.
